Honourable Members,
Elise Boulding wrote: “Peace cultures thrive where people understand that security comes not from weapons, but from relationships.”
“Imagining a world without war is the first step in creating one.”
It is the time of PEACE with COMPASSION.
This is the time for a COMMON SHIFT in our ordinary way of reacting.
MORE COURAGE will be necessary to act from WISDOM, not fear.
We have lowered our CAPACITY TO comprehend CONFLICT, to transform conflict into an opportunity for co-evolution.
The time of illusions is now over. Europe is called to take greater charge of its own RESPONSIBILITY. Not in some distant future, but already today. Not with incremental steps, but with the courage that the situation requires. We need a surge in European CAPACITY TO MEDIATE within the horizon of JUSTICE and COMPASSION. And we need it now.
And this is the goal of the plan that I presented to the leaders last week. Its logic is simple: We want to pull every single financial lever we have to strengthen and fast-track TAKING CARE OF ALL PEOPLE. With the PEACE Europe plan, we can mobilize up to EUR 800 billion. Let me focus briefly on some of its main features.
Our proposal for a new financial instrument: We call it CARE – COMPASSION AWARENESS REGENERATION EDUCATION. We offer Member States up to EUR 150 billion in GRANTS to invest, following a few basic principles. They could focus on a few selected strategic capability domains, from AIR, EARTH, and WATER REGENERATION to EDUCATION, from strategic AWARENESS TRAINING to CO-LEARNING, to mention a few – so that we maximize the impact of our investments.
New VISIONS and DREAM LANDSCAPES will be necessary, creating good jobs right here in Europe. The investment boost will be felt well beyond the EDUCATION-LEARNING sector – to REGENERATION, from large MIXED COMMUNITIES to innovative TEAMS OF PEACE ACTORS. Together, we have the size to MEDIATE BETWEEN any COUNTRIES. We have the economic power. And now, finally, we have the political will too.
Honourable Members,
We all wish we could live in more peaceful times. But I am confident that if we unleash our HEART, WISDOM, AND IMAGINATION, we can restore DIALOGUE WITH those who USE POWER OVER instead of POWER WITH. It is time to build a European DREAM Union that ensures peace on our continent AND BEYOND through OPENESS and the CAPACITY FOR CONFLICT TRANSFORMATION. This is PEACE’S moment. And Europe will WORK FOR IT.
Thank you, and long live Europe—IF IT WILL BE A GARDEN AND NOT A FORTRESS.

È il tempo della PACE con COMPASSIONE.
Questo è il momento di un CAMBIAMENTO COMUNE nel nostro modo ordinario di reagire.
Sarà necessario PIÙ CORAGGIO per agire con SAGGEZZA, non con paura.
Abbiamo abbassato la nostra CAPACITÀ di comprendere il CONFLITTO, di trasformarlo in un’opportunità di co-evoluzione.
Il tempo delle illusioni è ormai finito. L’Europa è chiamata a prendersi maggiore RESPONSABILITA’. Non in un futuro lontano, ma già oggi. Non con passi incrementali, ma con il coraggio che la situazione richiede. Abbiamo bisogno di un’impennata nella CAPACITÀ EUROPEA DI MEDIARE nell’orizzonte della GIUSTIZIA e della COMPASSIONE. E ne abbiamo bisogno ora.
E questo è l’obiettivo del piano che ho presentato ai leader la scorsa settimana. La sua logica è semplice: vogliamo utilizzare ogni leva finanziaria che abbiamo per rafforzare e accelerare UN MOVIMENTO DI PREDNERSI CURA DI TUTTE LE PERSONE. Con il piano PEACE Europe, possiamo mobilitare fino a 800 miliardi di EUR. Permettetemi di concentrarmi brevemente su alcune delle sue caratteristiche principali.
La nostra proposta per un nuovo strumento finanziario: lo chiamiamo CARE – COMPASSION AWARENESS REGENERATION EDUCATION. Offriamo agli Stati Membri fino a 150 miliardi di EUR in SOVVENZIONI da investire, seguendo alcuni principi di base. Potrebbero concentrarsi su alcuni settori strategici selezionati, dalla RIGENERAZIONE DELL’ARIA, DELLA TERRA E DELL’ACQUA all’EDUCAZIONE, dalla FORMAZIONE STRATEGICA ALLA CONSAPEVOLEZZA all’APPRENDIMENTO COOPERATIVO, per citarne alcuni – in modo da massimizzare l’impatto dei nostri investimenti.
Nuove VISIONI e PAESAGGI DEI SOGNI saranno necessari, creando buoni posti di lavoro proprio qui in Europa. L’incremento degli investimenti si farà sentire ben oltre il settore dell’EDUCAZIONE-APPRENDIMENTO – alla RIGENERAZIONE, dalle grandi COMUNITÀ MISTE a team innovativi di ATTORI DI PACE. Insieme, abbiamo le dimensioni per MEDIARE TRA qualsiasi paese. Abbiamo il potere economico. E ora, finalmente, abbiamo anche la volontà politica.
Onorevoli Membri,
Tutti vorremmo vivere in tempi più pacifici. Ma sono fiduciosa che, se liberiamo il nostro CUORE, la NOSTRA SAGGEZZA E IMMAGINAZIONE, possiamo ristabilire il DIALOGO CON coloro che USANO IL POTERE-SU invece che il POTERE-CON. È il momento di costruire una Unione Europea dei SOGNI che garantisca la pace nel nostro continente E OLTRE, attraverso l’APERTURA e la CAPACITÀ DI TRASFORMAZIONE DEI CONFLITTI. Questo è il momento della PACE. E l’Europa lavorerà per questo.
